Friday morning before my surgery, I decided to run to Turkey Hill to get some Propel or Gatorade to have when I got home. Since midnight of Thursday, I couldn't have any more pain pills and of course no food or liquids. So I wasn't feeling to great.
With Turkey Hill in my sight, I heard a police siren behind me. I pulled over and the fucker pulled behind me instead of going around. What did I do I wondered? An officer came up to my car with his hand ready at his pistol. I guess an old white guy in a Hyundai Elentra can look threatening. License and registration please, he said. Why am I being pulled over? I asked. Speeding he said NOW GIVE ME YOUR ITEMS THAT I ASKED FOR, he said in a forcefull tone. While handing over the items, I stated that I was not "speeding" and wanted to see the device used. He grabbed my registration and didn't say a word.
Aprox. 15 minutes later, I'm still sitting and waiting. I now see that that I'm going to be late for my appointment. So I get out and walk to the police car as he opens the door and screams, DON'T MOVE, HANDS IN THE AIR. Hey chill out I say, I'm going to be late for my surgery appointment and just want to know how much longer you'll be? A few more minutes, SO GET BACK IN YOUR CAR AND WAIT, he orders.
He finally comes to my car and said he cut me a break and will only charge me for some bullshit charge that will not add points to my record. In my mind I'm assuming it's because I doubt you can challenge it in court.
I don't get tickets. I would guess that in all my years driving I got less than 5 total.
I was shocked to see the total cost of a $25.00 fine. I guess equally shocking was that all the other "fees" except one had to be written in.
Here's how a $25.00 fine turned into $108.00
Fine $25.00
E.M.S $10.00
MCARE $30.00
COST $33.00
J.C.P/A.T.J. $10.00
As mentioned only the $10.00 fee was pre printed on the form. That fee is for a Judicial Computer Project/Access to Justice.
EMS was for the Emergency Medical Services Act, so I guess this year I don't have to donate to the fire company since I was forced to give $10.00 on my ticket.
$30.00 for MCARE is for Medical Care Availability and Reduction of Error Fund. I'm guessing that is the old "CAT" fund just renamed. My grandfather, who was in insurance, said the "CAT" fund idea would never work and he was right.
Most expensive item was cost of $33.00. Cost? When I go to Giant they don't add a Cost charge to the bottom of the receipt. I live in Swatra Twp so don't my taxes pay for Officer Rude's salary? I live in Dauphin County so don't my taxes go to fund the DJ's office?
I think the only "crime" committed was how a $25.00 fine can jump to $108.00. Especially since 4 of the 5 lines could have any dollar amounts written in.
Having this experience has opened my eyes that our local and county governments are just as crooked as our state and federal governments.
